Job Description Summary:
This position is responsible for overall directing, planning, managing, and controlling all Information Technology (IT) functions for the City of Daytona Beach Shores. This includes managing IT operations to meet customer requirements as well as the support and maintenance of existing infrastructure, applications, and development of new technical solutions. Work is performed under the direction of the Public Safety Director.
Job Responsibilities:

o Contributes to the development and accomplishment of strategic work-plans.
o Selects, trains, evaluates, directs, and supervises the work of the Systems Analyst and any other subordinate personnel.
o Administers and supports the application software systems, including but not limited to MUNIS, iWorQ, ManagerPlus and CivicPlus software suites, that support City operations and business processes. These systems are typically specially configured commercial software packages. Ensures proper reporting and web capabilities support internal users and external customers.
o Directs and oversees computer operations and ensures operational status of systems.
o Directs and oversees the design, planning, testing, deployment and overall support of the City's network infrastructure including servers, firewalls, routers, switches, cellular data connections, VPN connections, and network management software. The city utilizes CISCO firewall and network hardware.
o Directs the selection, analysis, acquisition, modification, design, and installation of computer application systems.
o Selects, designs, deploys, manages, and supports hosted (Cloud based) software application solutions.
o Selects, designs, deploys, manages, tests, and supports of VOIP telephone system, cellular telephones, and cellular data devices.
o Provides support to user departments in the operation and processing of on-going business computer applications.
o Supervises the requisitioning of all computer inventory needs, hardware and software packages, and peripheral devices for the City and provides support to user departments.
o Prepares and administers the IT budget and support contracts.
o Maintains responsibility for user liaison and project control. Provides primary link between user and computer support resources.
o Develops short term status reports for a variety of projects.
o Ensures technical assistance and support to user departments on an on-call basis as needed.
o Develops and maintains short and long-term computerization plan for the City.
o Maintains responsibility for the development of training programs for user departments.
o Provides the direction for the City’s data and cybersecurity protection and oversee Technology governance and policies.
o Provides consultation on the City security strategy, security awareness programs, security architecture, and security incident response.
o Oversees and evaluates new cybersecurity threats and IT trends and recommends effective security controls and aides in the development of security awareness programs.
o Maintains current knowledge of industry and regulatory trends and developments for the enterprise technology system.
o Manage outsourced vendors that provide information security functions for compliance with contracted service-level agreements.
o Lead and advise on security projects and provide expert guidance on security matters for other IT projects.
o Advise on the appropriate levels of cybersecurity applications, services, and technology applicable to the City’s needs in accordance with local, state, and federal guidelines.
o Demonstrate competent knowledge of all applicable policies, codes, ordinances, regulations, and statutes.
o Prepares annual evaluations and mid-year reviews completed on-time for those supervised.
o GIS development, management and support.
o Demonstrate ability with live streaming and associated audio-visual systems
o Website management and oversite (not content related)

Education and Experience - 1. Four-year Bachelors’ degree in Information Systems, Computer Science or related field and a minimum of seven (7) years work-related experience as a senior systems analyst or project leader with experience in the design, development, installation, and implementation of a major system, with two (2) years of supervisory experience preferred. Comparable work experience and certifications may be accepted.
2. Two (2) years’ experience in project management, report writing, application configuration, workflow development and application upgrades preferred.
3. Considerable knowledge of systems, business applications support, hardware, networks, budgeting, GIS and general practices of local government administration preferred.
4. Must be willing and able to obtain Florida Department of Law Enforcement (FDLE) certification.
5. Certified Public Technology Manager (CPTM), Certified Government Technology Leadership (CGTL).Certified Government Chief Information Officer (CGCIO), Microsoft, A+, Network+, or Security+ certifications preferred.
