Seattle Information Technology (Seattle IT) is seeking candidates for a Senior Human Resources Business Partner (HRBP) with the Chief of Staff Division.

The Senior HRBP is an expert professional who can perform various HR functions including performance management, training, talent acquisition, employee onboarding, maintenance of HRIS data, and deal with complex HR issues. The Senior HRBP will be a thought partner to business and help leaders drive strategy. In addition, the Senior HRBP will proactively provide HR service to various professional positions and levels throughout the department.
This person will be a member of a lean, but strong HR team and must be willing to adapt and take on other HR work functions when vital. To be successful in this position, the person must possess a strong business partner background, have a high level of understanding of HR compliance, principles, and practices, while navigating through the City of Seattle’s rules and regulations for leading HR functions.
Job Responsibilities
Key Responsibilities:
- Main HR point of contact for assigned divisions within Seattle IT providing both strategic and tactical support on a wide variety of HR matters.
- Provide expertise, guidance, and coaching for handling highly sensitive and complex HR matters in accordance with City, State, and Federal laws and regulations; resolve and process issues successfully.
- Partner with HR staff to develop, review, and implement/revise policies, programs, processes and procedures, forms, templates, as appropriate.
- Serve as main point of contact and act as the subject matter authority for the assigned HR functions.
- Perform full scope of recruitment process including writing/posting job ads, crafting hiring documentation, scheduling interviews & communications with hiring supervisor and candidates.
- Maintain compliance with Federal and State guidelines by staying abreast of current requirements and trends and communicating and implementing changes necessary.
- Responsible for communicating critical information to employees, managers, and HR team.
- Train supervisors and managers in HR principles, policies, and practices.
Qualifications
Required Qualifications:
NOTE: Equivalent combinations of education, training and experience will be considered for the required qualifications except where specifically noted.
- Bachelor's Degree in Human Resources Management, Business Administration, Social Sciences, or a related field.
- Two years of responsible, professional personnel administration in the public sector or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work.
Desired Qualifications:
- Three to five years’ experience practicing as an HR Generalist in a mid to large size organization.
- Experience in a fast-paced, policy-driven, regulated work environment.
- Experience driving action through influence without authority.
- Excellent priority setting and project/time management skills with the flexibility and adaptability to respond to shifting business needs.
- Demonstrated ability to think strategically and act tactically.
- Drive for action and collaboration, strong hands-on work ethic, and desire to achieve excellence.
- Passion for innovative HR solutions and processes.
- Demonstrated commitment to collaborative teamwork and progressive human resource service delivery.
- Professional in Human Resources (PHR) or SHRM certification.
- Experience working with Human Resource Information Systems (HRIS) and databases; ability to create and generate reports.
- Ability to build strategic relationships inside of Seattle IT as well as external partners.

Workplace Environment (Telework Expectation): Most work is performed in a normal City work/office environment; however, due to the ongoing pandemic this team is working hybrid schedule (in office 1 day a week with the balance remote). This is subject to change as circumstances dictate.
