Title: GIS Technician

Salary: $20.44 per hour
PURPOSE OF POSITION:
Technical position that performs duties developing and updating various county Geographic Information System (GIS) layers and other geographic data using GIS mapping software and hardware.
ESSENTIAL FUNCTIONS:
- Maintains and updates recorded subdivision boundaries, as well as the lots, right of ways and centerlines contained within on the County’s GIS.
- Assigns parcel numbers to all new lots within Hendricks County.
- Editing: Digitizes point, line and polygon features using the latest Arc Desktop editing tools and techniques. Uses georeferencing procedures to position scanned images and drawings. Ensures the accuracy of GIS data by making modifications to the data as required. Catalogs current and historic data.
- Map Creation: Assists with the preparation, production and distribution of maps, graphics, displays, and other related documents. Creates maps according to established county and industry standards and ensures all map elements are accurate and intelligible.
- Research: Research deeds and legal descriptions to clarify data, notes discrepancies and recommends corrective action. Researches, evaluates, and translates incoming and outgoing GIS data. Researches information from a variety of sources including aerial photographs, Property Appraiser data and various County documents.
- Customer Service: Prepares data in response to Public Record Requests, business inquires and assists in making copies of maps and documents as required.
- Reviews all plats for accuracy prior to the plats being recorded.
- Calculates and submits annual reports verifying mileage of county roads and provides plat information and aerial photographs.
NON-ESSENTIAL FUNCTIONS:
- Performs other duties as assigned, including, assisting with phone and front desk duties when needed.
EDUCATION AND QUALIFICATION REQUIREMENTS:
- Associate's degree in Computer Information Technology, Engineering, Geography or a related field and have one-year experience using ArcGIS Desktop software.
- Basic knowledge of a Geographic Information System (GIS) and CAD
- Knowledge of Microsoft Office software (spreadsheets, word processing and database)
- Knowledge of ArcMap’s standard and advanced tools to create and edit simple and complex features.
- Skilled in field data collection (as needed)
- Skilled in the use and operation of computer peripheral equipment such as plotters and scanners.
- Basic knowledge of surveying and mapping practices and techniques
- Ability to effectively and tactfully deal with other people
- Ability to communicate well, both verbally and in writing
- Attention to detail
- Ability to work as part of a team.
- A comparable amount of related training and experience may be substituted for the minimum qualifications.
RESPONSIBILITY:
Performs functions independently with minimal direction from supervisor. Incumbent independently interprets legal descriptions and plot plans to locate and draw subdivision boundaries and features within and enter them into the GIS paying close attention to data entry and quality control. Errors in work can cause significant inconvenience to the public and loss of time to the department. Errors in drawing property lines can result in litigation.
WORKING RELATIONSHIPS:
Working relationships are with supervisor, associates in same department, other county departments and the general public for the purpose of communicating factual or procedural information.
WORKING CONDITIONS AND PHYSICAL DEMANDS:
Work is performed in a standard office environment.
